Expected output
A versioned rule specification, acceptance examples and a documented list of unresolved questions. Rules-ready material is never counted as a playable release.
What we examine
Internal consistency, understandable player explanations and agreement between rules and actual behavior. Rights questions are identified for proper review, not assumed resolved.
